Maybe Reporters Without Borders wouldn't have been so much concerned if they knew how easy it is to change the country settings, which allows every user to circumvent the censorship of a country even if she currently tries to access the tweets there. The country variable is stored in a Cookie but can be altered very easily and the Cookie entry will be overwritten.
I changed my location to be "Egypt" (check your Twitter account settings and chose the country you like):
